Starting a business in Mexico

Should i start a business in Mexico, the exchange rate is 20 Pesos to 1 Dollar which means that the initial investment would be minimal, but i have my concerns like:

-Will i make a decent income if the Dollar is worth 20 times the peso?
-what will happen once the Peso stabilizes?
-What will happen if the Peso keeps going down?
-What will Happen if the peso recovers?

Do you know anything about Mexico?
Do you have a support system there? Friends? Family? Business associates?
Do you speak the language?
Do you know anything about the laws? What it takes to become a citizen?
Anything about the industry and market that you want to get into?
