There are many tape manufacturers here in the states.

Yes there are many ways to contact them. One way is to find them using their website or through some phone number exchange or you can also ask exporter to help you in this regards. The second way is to have proper consultation with some some experts who would help you in your Company Registration so that you can start exporting tapes to your desired customers.
