What happens if I exceed the character limit of Meta Title and Meta Descriptions?

Titles and descriptions are what the user sees when they're determining which link in the SERP's has what they're looking for. If you go over the character limit Google and the other search engines will cut it off where they see fit and you have no control over it. That means users see an abbreviated version of your messaging rather than the message you intend them to see.

If you want to be in control of your own presentation, best to stay within the character limit so that people see what you want them to see, not what Google presents for space.

And why the limit would exceed when you are already indicated while writing. Make sure to add your focus keyword in the title as it helps in ranking.
