It turns out that the FBI has a site set up for reporting this. You probably will never will never hear back or be sure if an investigation was initiated though. In my case no crime was committed since I didn't fall for it.

Why don’t you just call your processor and request Code 10 Authorization? Not sure if you can do it with card not present transactions, but can’t see a reason why not.
