Ok, i have a idea floating around in my head about advertising for other local businesses, there's a company in my city that already does this, but they do it with PAPER i want to do it digatilly. First i found a resource where i can create apps for a business, first i would want to create the app for the business sell the app to the business , keep track of the app for the business, put special offers on the apps, but the question i am needing answered more than anything is how could i make it where the APP would pop up on somebodys phone asking them if they wanted to download it, u know kinda like WIFI when your at a hotspot it automatically pops up on your phone, please help, and please note this is a VERY BRIEF explanation of my idea. Thanks

What you requesting sounds like it would violate several general security premises on cell phones. Ever if it was possible, it would be so incredibly spammy that most people not only would not accept the download, they would also get a negative impression of your client. Instead, I would look into using adwords and hard advertising with QRcodes. That would be a lot less intrusive.

it's a good idea, but it's hard for you to move it. First of all,it's hard for somebody to download it.

I agree with nealrm I would try Adwords or Bing Ads. However, you might want to investigate the abilities of NFC tags.

You wouldn't get an app to just automatically pop up on a cell phone. I am an android programmer among other things and there are a number of issues including privacy which the operating systems attempt to enforce. There are permissions for pretty much everything including accessing the internet, etc. Each app has to request these permissions.

If you are talking about when a user visits a website, you could totally do it. It won't be an automatic download, but a pop up window asking if you want to download an app is totally doable.
Also, as nealrm said, QR codes are also another method of delivery, if done correctly.

But there are may other problems that need to be addressed first:
For most small businesses apps are a complete waste of time and an expense that is not worth it. Especially when a mobile friendly website is really what they need.
Apps only make sense if it's a tool that will somehow make the user's life easier, or make it easier for them to do business with you.

Second, you can't build just one app. You have to build at least two and possibly even 4...iOS, Android, Windows, and Blackberry, or you risk leaving out a portion of your customers.

Third, most businesses don't want the expense of having to keep apps updated. Again, it would have to be an app that makes sense. Or else it will just join the graveyard of apps that every other business thought they needed, and then abandoned once they realized there was more to getting people to download an app, than just creating it.

Creating apps for businesses as a business model isn't a bad idea. But thinking local small businesses are going to jump all over it may prove to be disappointing.
If there was maybe one app, sort of like a local business directory, where you added businesses to it..I could see that having more value provided that you yourself knew how to market the app and get people in the area to use it.
