I am about to start a partnership business with someone who is in property management; he has many carpet cleaning and repair opportunities through the 50 complexes that he manages. I own a carpet care company; so my partner will be providing carpet work and I will be providing my service along with truck, equipment, tools, chemicals. In this type of scenario. What would be a fair split for us? I really want to make this work so we can have a long and happy business relationship.

Well if he's providing all your work then I would cut him a minimal amount of 20%-25% but no more. That's with the understanding that the only thing he's doing is providing you work.
